According to the requirements of Technical Specification for Construction of Highway Asphalt Pavement (JTG F40-2004), liquid asphalt, emulsified asphalt and coal tar pitch can be used for prime coat construction, and emulsified asphalt and liquid asphalt are commonly used. However, at present in the highway construction, often used semi-rigid base asphalt pavement, quite dense, the use of ordinary emulsified asphalt, for granular base penetration effect is very good, but for dense semi-rigid base its effect is poor, ordinary emulsified asphalt difficult to penetrate into the semi-rigid base, and coal asphalt toxicity is larger, so in the past highway asphalt surface construction mainly used kerosene diluted asphalt as a permeable layer material. With the increasingly high quality requirements of highway construction, kerosene is volatile and has an impact on the environment when kerosene diluted asphalt permeable layer construction, and the cost of kerosene is high. In the kerosene diluted asphalt currently used for highway asphalt pavement permeable layer, the kerosene content is very low, resulting in unsatisfactory penetration effect.
The high-permeability emulsified asphalt dilutes road petroleum asphalt with diluent, and grinds it with a solution mixed with penetrant, stabilizer, emulsifier and water in a certain proportion. According to the development law of semi-rigid base strength, the maximum particle size of emulsified asphalt particles is controlled to be smaller than the open pores on the surface of the base layer. Under the premise that the particle size distribution meets the pore characteristics, the depth of penetration of emulsified asphalt into the base layer oil is not less than 5mm by controlling. The prepared emulsified asphalt with good penetration, bonding and other functions. Its high permeability comes from its penetrant. The full name of the penetrating agent is fatty alcohol polyoxyethylene ether, which is a non-ionic surfactant. It also has a fixed hydrophilic lipophilic group, can be aligned on the surface of the solution, and can make the surface tension significantly decreased.

The performance of high permeability emulsified asphalt is close to or equivalent to that of kerosene diluted asphalt, which is effective for cement stabilized base.
